As I said the service was created back in 2001 to cover Kent and East Sussex.

Have found the sound level on ITV meridian to be very low, got to turn the volume up alot more than normal to be able to hear properly, since the engineering work done earlier today.

I read that the Patcham relay will be switched to vertical polorization from March 7th, is this correct ? Same for Whitehawk also ?

Dave: I don't believe that that is the case.
The Ofcom document listing transmitters in the Meridian area shows Patcham to be horizontal:

Rowridge is having a vertical component added (so it will still be horizontal and will therefore mean horizontal aerials will still work). Whitehawk has always been vertical and remains so after switchover.
